The only source Hamas leaders are 'billionares' was a quite by Moshe Elad in Tablet Magazine (https://www.tabletmag.com/sections/israel-middle-east/articles/hamas-inc), and on Israeli TV, citing his 'own research'. It was often repeated but never verified. The numbers suggests 3 people would have stolen the entire income of all of Gaza's people.
