The OP stated that Israel targeted a Hezbollah commander. Doesn't follow that all structures in Tel Aviv are then legitimate targets as they don't all contain Israeli military personal executing command and control. https://ihl-databases.icrc.org/en/customary-ihl/v1/rule10 The Beirut attack was legal as it was a control structure.
