The tsunami was caused by an earthquake. Indonesia was badly hit but other countries in the region were too. India, Thailand and Sri Lanka. The last two are mainly Buddhist. A nuclear weapon would be more localised and result in a lot of radioactivity which has not been seen https://geographical.co.uk/science-environment/the-2004-sumatra-earthquake
