Mortgage rates were not “low” between 1997-2008. The Bank of England Base Rate (BEBR) fell between 3.5-7% and was above 5% for the majority of this period. Between 2008-2022 the BEBR was 0.25-0.75% leading to much lower mortgage rates than the Blair/Brown years. https://www.bankofengland.co.uk/boeapps/database/Bank-Rate.asp
