The Roman Empire did not exist 4000 years ago. It was founded in 27 BC with much of its road network established later, closer to 2000 years ago. Roman roads also had much less traffic compared to modern roads, as only pedestrians and horsedrawn carriages travelled on them. https://en.wikipedia.org/wiki/Roman_Empire
