This is an old picture of Tel Aviv, founded and built by Jewish people in 1909. https://en.wikipedia.org/wiki/Tel_Aviv?wprov=sfla1 You can actually see this very picture in an old American newspaper referring to it as Tel Aviv: https://www.snopes.com/news/2024/04/22/palestine-beach-before-israel/
