Not true for 2 reasons. 1) Doesn’t account for missile defence systems and assumes all launched missiles will hit and destroy their target 2). Assumes automated retaliation which is not necessary true. E.g. UK trident nuclear system carry secret instructions from the PM https://en.wikipedia.org/wiki/Letters_of_last_resort
