Original Note:

Russian central bank assets were frozen when Ukraine was invaded in 2022. The money was being held in banks outside Russia, cannot be accessed by Moscow, but still belong to Russia. Interest earned on profits from frozen assets would be used as collateral to Ukraine. https://apnews.com/article/russia-ukraine-war-frozen-assets-loan-39d8619f083600651fabe46b4548716d https://www.npr.org/2024/06/13/nx-s1-5001925/russia-frozen-assets-ukraine-g7 https://www.voanews.com/a/us-says-it-will-front-50-billion-for-ukraine-using-russian-frozen-assets/7654603.html
