Original Note:
Proposed note misses point: dissolution of the USSR meant that former satellites now owned the materials w/in their borders-Russia wasn't the de facto legal inheritor post-breakup. Ergo, Ukraine DID have nuclear weapons and DID give them up in return for security guarantees. https://en.wikipedia.org/wiki/Ukraine_and_weapons_of_mass_destruction#Ukrainian_nuclear_arsenal_after_dissolution_of_the_Soviet_Union https://en.wikipedia.org/wiki/Budapest_Memorandum
