This happens only when syncing a local file folder to Google Drive via the desktop app. Here, if a local file in that folder is removed or deleted, Google Drive will understandably automatically move it to the Google Drive's bin if it has been set to always do so before. https://wiki.umiacs.umd.edu/umiacs/index.php/Google_Drive/Drive_for_Desktop
