The ICC chief prosecutor is not "issuing arrest warrants". ICC Chief Prosecutor Karim A.A. Khan KC has applied for arrest warrants to the Pre-Trial Chamber I of the ICC. Only the judges of the Pre-Trial Chamber can issue an arrest warrant.
