Rule 67 of the HC says to leave 1 metre space when cycling past parked cars in order to avoid being hit by a door. https://www.gov.uk/guidance/the-highway-code/rules-for-cyclists-59-to-82#rule67 Rule 163 of the HC refers to "space" regarding the gap between a car and a cyclist, therefore the 1.5m is to the edge of the cyclist https://www.gov.uk/guidance/the-highway-code/using-the-road-159-to-203#rule163 The mat is inaccurate.
