The picture posted by OP gives an impression that only "UR Category" is benefitting from govt jobs, & SC/STs are not, which is not true. As per dopt.gov.in SC, ST, & OBC receive various benefits in securing a govt job, as well as admissions in various Central & State institutions https://dopt.gov.in/sites/default/files/FAQ_SCST.pdf
