The two cases are not comparable. Max exceeded the speed limit by about 4 km/h, while Lewis exceeded it by more than 10 km/h. Also, Max did it in free practice, whereas Lewis did it during the sprint race. (In free practice the penalty = 100€ per km/h over the limit art 34.7) https://www.fia.com/regulation/category/110
