For a Voter Registration Certificate, you need your NI & a digital photo of you. When applying you see that without NI, 3/4 other documents are needed. Most are unlikely most young people will have; such as a mortgage statement, utility bill, and more. It's an added step. https://voter-authority-certificate.service.gov.uk/apply
