The term “Terrorist state” is not used towards any country. There are few countries US government defined as “State Sponsors of Terrorism”. Ukraine is not one of them https://www.state.gov/state-sponsors-of-terrorism/ Volodymyr Zelenskyy is not a war criminal. There is no known evidence of him committing any war crimes.
