Texas did not “win”, in fact it was the complete opposite. A 9-0 against Texas allowing the ranchers lawsuit to move forward. Texas tried getting this case thrown out(not going to trial) and SCOTUS affirmed it will indeed go to trial under the fifth amendment takings clause. https://ij.org/press-release/supreme-court-says-texas-ranchercan-sue-over-flooding/
