In the original video, Mr Andres says the man is police helping secure the aid: https://twitter.com/tksshawa/status/1777973270110687304?s=19 The reason they are men is because they are carrying the aid boxes. The IDF has shot at people trying to get aid multiple times, so it's logical that it would be mainly men taking that risk.
