This is incorrect. The states in red are "stop and identify" but ALSO requires the police to have a reasonably articulated suspicion of the person having committed or about to commit a crime. They can't just stop you for no reason like this implies. https://en.wikipedia.org/wiki/Stop_and_identify_statutes
