There is evidence that at least part of the original motivation was to alter voting eligibility in a corrupt way. https://www.electoral-reform.org.uk/voter-id-is-a-gerrymandering-scheme-admits-jacob-rees-mogg/ It is not incorrect to point this out, even if campaigning and encouraging people to obtain id will likely now render it ineffective.
