There've been no reports in any credible media source of a mass flight from Haifa. This is just a video of a random traffic jam. There isn't any indication it was taken in Israel since Israeli license plates are yellow and not white like in the video. https://en.wikipedia.org/wiki/Vehicle_registration_plates_of_Israel
