Sevastopol wasn't a part of Crimean Province when Crimea was transferred to Ukraine, and there isn't any confirmation about it being ever attached. Even Wikipedia is stating a citation is needed, thereby it can't be Russian Occupied as it is most likely de-jure Russian. https://en.m.wikipedia.org/wiki/Transfer_of_Crimea_in_the_Soviet_Union
