There is no 'appeal' to the ECtHR, only an ability to petition it under Rule 47 to begin a new case against a member state: https://www.echr.coe.int/apply-to-the-court If Govt or public authority mistreats anyone, they can seek redress in UK courts where judges, not the PM, will decide if any legal rights are violated.
