Original Note:
The Supreme Court ruled that the Eighth Amendment applies to civil cases in which the government imposes a "punitive" fine. Justice Ginsburg wrote, "Such fines undermine other liberties. They can be used, e.g., to retaliate against or chill the speech of political enemies." https://www.vox.com/policy-and-politics/2019/2/20/18233245/supreme-court-timbs-v-indiana-ruling-excessive-fines-civil-forfeiture https://www.supremecourt.gov/opinions/18pdf/17-1091_5536.pdf
