Unemployment rates are not "at" historic lows for black Americans. https://www.bls.gov/charts/employment-situation/civilian-unemployment-rate.htm While Biden did hit a lower unemployment rate than Trump, it was in 2023 and is now higher than Trump's record. Scott's claim that Trump set a record was true then, even if it did not remain the record.
