This is a misinterpretation of the the Overseas Arrivals and Departures statistics from the ABS. https://www.abs.gov.au/statistics/industry/tourism-and-transport/overseas-arrivals-and-departures-australia/jan-2024#key-statistics 125,000 is the total of permanent arrivals and long term arrivals, including residents returning from international trips. There were only 15,540 permanent new arrivals.
