Original Note:
While Winston Churchill's policies were indeed to blame for the famine in Bengal, Franklin Roosevelt was democratically elected, and thus doesn't fit the definition of "imperialist dictator". However, Stalin fits both "famine maker" and "imperialist dictator": https://en.wikipedia.org/wiki/Holodomor https://www.loc.gov/exhibits/archives/intn.html https://www.whitehouse.gov/about-the-white-house/presidents/franklin-d-roosevelt/ https://www.theguardian.com/world/2019/mar/29/winston-churchill-policies-contributed-to-1943-bengal-famine-study
