Life expectancy was shorter because of infant mortality. Adult live expectancy for someone who was 20 in 1935 (when FICA was passed) and lived to 65 (in 1970), would be 79 years for men, 83 for women. It has not changed much. https://www.ssa.gov/history/lifeexpect.html
