The proper term for someone not authorized to be in the country is illegal alien, which is used multiple times in the text of the Immigration Control and Financial Responsibility Act of 1996. https://www.congress.gov/bill/104th-congress/house-bill/2202 The word “illegal” is just a shortened version of the term illegal alien.
