This isn't Israeli policy, quite the contrary: Muslims have been using Ramadan as a reason to start violence. The Yom Kippur war was started by Egypt on Ramadan. https://en.m.wikipedia.org/wiki/Yom_Kippur_War As a matter of strategy Muslims have been starting wars with Israel on Jewish holidays, including Oct 7.
