The point is not that Sunak is not currently elected to anything. It is that he is currently holding a position which is usually given to the party leader following a popular election (https://www.parliament.uk/site-information/glossary/prime-minister/). Sunak attacking someone exercising a position they were actually elected for is thus ironic
