The authors have forgotten to draw the same three countries on the inflation picture as on the spending picture. Here it is: https://data.worldbank.org/indicator/FP.CPI.TOTL.ZG?end=1983&locations=GB-DK-US&start=1970 There is nothing special about Denmark, with lower inflation than in the UK over the period.
