The claim of "36 states" is correct. He did NOT say "36 states combined". https://en.wikipedia.org/wiki/List_of_U.S._states_and_territories_by_population Musk says, the number is large enough to replace conservative voters in swing states. He neither says that this will be the case nor that this is currently legally possible. So, this is an opinion.
