Palestinians (including those in Gaza) were not denied COVID vaccines, and many doses eventually made it to them. However, it's true that access to those vaccines was delayed by Israeli approval, & Palestinians had a very low uptake, due in part to mistrust of the government. https://www.ncbi.nlm.nih.gov/pmc/articles/PMC8949838/
