The problem here is the ambiguity of the expression, not PEMDAS itself. It is written such that those that read it literally will go "first /, and then * by ()", and others will assume "multiplication without the symbol implies everything is one grouped term, so * before /". https://people.math.harvard.edu/~knill/pedagogy/ambiguity/index.html
