Putin mentions clearly that the measurement he is using is GDP (PPP) from the world bank. https://data.worldbank.org/indicator/NY.GDP.MKTP.PP.CD?most_recent_value_desc=true This data published in 2022 has Russia just above Germany. Estimates for 2024 show that Germany has overtaken Russia but the data hasn't been officially published yet.
