Gorbachev clearly said there was NO promise about NATO membership. https://hls.harvard.edu/today/there-was-no-promise-not-to-enlarge-nato/ NATO has never said "Putin made us spread east". Every single country that has acceded to the NATO treaty has done so by REQUESTING membership, due to russia's aggressiveness and constant threats.
