According to the international humanitarian law the use of hospitals for military purposes is forbidden. The protection is to the wonded and sick people, not to terrorists. Once the terrorists took shelter at the hospital they are not protected. https://www.icrc.org/en/document/protection-hospitals-during-armed-conflicts-what-law-says
