Calgary's Single-Use Items Charter Bylaw (https://www.calgary.ca/waste/residential/single-use-items.html) did not put prices on napkins, cutlery, condiments or straws: it required restauranteurs to ask consumers if they wanted them. Only take-out bags had a 15 cent fee, going to the restos. The plastic straw ban was federal, not municipal.
