Original Note:

The President can only control the Federal Reserve Board of Governors by appointing or removing members. To stop the board from taking an action within its powers, the president would need to remove "for cause" governors supporting that action. This would be without precedent. https://www.law.cornell.edu/uscode/text/12/242
