To the note saying Chinese license plates do not have a white background, numerous examples of white plates can be seen here: http://www.worldlicenseplates.com/world/AS_CHIN.html#OT The plate seen at 0:10-0:12 in the video closely resembles the one labeled "Civil and Traffic Police" (more than any of the Taiwan plates on this site)
