According to the Office of the Director of National Intelligence, they are a terrorist group and are listed as such on their website. https://www.dni.gov/nctc/groups/hamas.html US State Department designated HAMAS as a terrorist group on October 8, 1997 as well. https://www.state.gov/foreign-terrorist-organizations/
