The water is not freezing because of outside weather. The progressive freezing witnessed here is a result of nucleation. This is caused by the water already being supercooled (colder than its freezing point) being agitated sufficiently to trigger the progressive phase change. https://www.ncbi.nlm.nih.gov/pmc/articles/PMC7828621/
