The Houthi’s have no right to deny passage to ships transiting the Red Sea, for two reasons: 1) They are not the internationally recognized government of Yemen, and 2) Yemen must grant Right of Innocent Passage to merchant ships by maritime law. https://sites.tufts.edu/lawofthesea/chapter-three/
