The word which Rabbi Yitzhak Yosef said was 'Kushi' which in old Hebrew means Ethiopian or anyone black. It doesn't mean monkey at all. https://www.timesofisrael.com/chief-rabbi-compares-african-americans-to-monkeys/ The rebbe was known to mainly prefer old Hebrew rather than modern Hebrew.
