The source quoted shows prosecutions were not brought in “private courts” [sic.], but under s6(1) of the Prosecution of Offences Act 1985. s6(2) and ss23-23A of that Act give the Director of Public Prosecutions - which was Starmer - power to stop such a prosecution. https://www.legislation.gov.uk/ukpga/1985/23/contents
