The cyclist has failed to comply with Rule 221 of the highway code: https://www.nidirect.gov.uk/articles/road-users-requiring-extra-care-204-225#:~:text=221.&text=These%20may%20need%20extra%20road,room%20or%20time%20to%20turn. The lorry was already indicating and commited. The cyclist is dangerous, and its these actions that result in fatalities, collisions and dead cyclists. Poor expectations and selfishness from the cyclist.
