Making a network-incompatible change to Bitcoin’s open source code is trivial, yes. Anyone can do that. The difficult part is getting the overwhelming majority of the network to actually run this code. This is now functionally impossible for anyone to do (many have tried). https://bitcoin.org/en/faq
