It is in fact considered a mental disorder. Psychologists/Psychiatrists use a manual called the The Diagnostic and Statistical Manual of Mental Illnesses ver. 5. DSM IV had more accurate portrayal of gender dysphoria. The PC people dumbed down DSM 5 but still a disorder.
