The recently introduced legislation is not the ‘toughest’ ever. The 1919 Aliens Order (enacted under Aliens Restrcition Act 1919) placed restrictions such as the requirement for all aliens (looking for work) to register with the police, and anyone could be deported. https://www.legislation.gov.uk/ukpga/1919/92/pdfs/ukpga_19190092_en.pdf
